Much like other gacha games like Genshin Impact and, more recently, Where Winds Meet, Wuthering Waves allows for massive customization of your main character — in this case, Rover.
And much like Genshin’s Aether/Lumine, Kuro Games’s major protagonist can switch elemental affinities and, through them, create several fighting builds that benefit a lot of playstyles.
Now, as gacha games tend to be incredibly big and full of little details, you’d be forgiven to think this all might be a bit too much at first glance — and that’s where we come in, as we put out a simple, quick-to-follow guide on how to build your best Rover. So read on to find out which one suits you best!
Wuthering Waves Rover Build: which one is the best
Which are the elements in Wuthering Waves
Kuro Games has brought six different elements in Wuthering Waves, allowing for maximum party customization and very unique strategies for fighting the game’s enemies. From the very start until the recent 3.0 update, you’ll get access to characters on the following:
- Aero (Wind)
- Electro (Lightning)
- Fusion (Fire)
- Glacio (Ice)
- Havoc (Dark)
- Spectro (Light)
Bear in mind, though, that for now, Rover can only tap into the powers of three of the six elements: our intrepid main character currently has access to Spectro (the starting element), Havoc (which you’ll get access to at the end of the first major act) and Aero (at the end of the third-ish act — the game kind of mixes storylines as it progresses).
If other games within the gacha genre are any indication, it’s probable that the other elements will become available as Wuthering Waves’s main story progresses on with each major update.
The good news is that Rover is the easiest character to build regardless of elemental preference.
For now, by the way, there’s no word of when the next major story update will hit the game. As of now, the current status is the exploration of the Lahai-Roi metropolis, introduced in version 3.0, while the 3.1 patch brought in some parallel events, bug fixes and some double-reward opportunities.
It’s also worth mentioning that, unlike Genshin Impact, the elements in Wuthering waves don’t pack that much of an influence. While there are some benefits in fighting under a countering element as that of certain bosses and events, pretty much any build can topple any enemy anywhere in the game.
You’ll just have to work more for it.
Now, as for the Rover build itself…
1. For major DPS and high-damage, go for Havoc

The Havoc Rover is widely considered the strongest version of the protagonist for raw damage output. In their Dark Surge state, the Rover’s skill multipliers rival limited 5-star characters like Jiyan or Calcharo.
- Core Mechanic: The Dark Surge state is activated by reaching 100 “Umbra” points (you get points by landing light and heavy attacks on enemies, increased rates for uninterrupted attacks). This transforms Basic Attacks and Resonance Skills into enhanced versions with massive damage and a lot less knockback.
- Top Echo Set: Use the 5-piece Sun-sinking Eclipse to maximize Havoc DMG, with a fully evolved Dreamless as the main Echo for boosting after-resonance damage across the board for a time.
- Best Weapons: Blazing Brilliance (104% efficiency) or Emerald of Genesis (100% efficiency) are elite options.
- Ideal Team: Pair with Sanhua or Danjin as a Sub-DPS to quickly generate Concerto Energy and buffs, alongside a healer like Verina.
2. For major support with some DPS, go for Spectro

The Spectro Rover is an F2P-friendly unit that provides immense utility through crowd control and debuff application. They are essential for teams that rely on the Spectro Frazzle mechanic, which is a solid debuff that causes damage over time on enemies.
- Core Mechanic: Their Outro Skill creates a stasis field that stops time for 3 seconds, allowing for safe character rotations. Post-Version 2.0, their enhanced Resonance Skill also applies Shimmer, preventing Spectro Frazzle stacks from decreasing.
- Top Echo Set: The 5-piece Moonlit Clouds is the best-in-slot to buff the next character’s damage. As for the main Echo, look no further than Impermanence Heron — it provides Energy Regen and some very interesting team buffs.
- Best Weapons: Emerald of Genesis is preferred for its Energy Regen to ensure high Ultimate uptime.
- Ideal Team: Works best supporting a Spectro Main DPS like Zani or Phoebe, with Shorekeeper providing additional support.
3. For attacking and healing, go for Aero

The Aero Rover introduces a unique playstyle focused on converting enemy debuffs into Aero Erosion while providing sustain for the entire team. As a personal note, this is the build I’m currently playing with as it allows not only for decent attack strategy, but is also highly mobile, aerial (which negates most ground based damage) and can heal everyone in the party rather quickly — great for when you have an important character in the brink of defeat.
- Core Mechanic: Using their Resonance Skill in mid-air converts existing debuffs (like Spectro Frazzle or Electro Flare) into stacks of Aero Erosion — much like Spectro Frazzle, this is also a damage-over-time debuff, but with the added benefit of converting any previous debuff into Aero Erosion stacks, deepening enemies wounds and sustaining the effect over a longer time. Additionally, their Resonance Liberation deals AoE damage and heals all teammates simultaneously.
- Top Echo Set: This is where most people tend to disagree: when it comes to Aero Rover builds, you got two options — Rejuvenating Glow (5-piece) or Windward Pilgrimage. The first will focus more on enhancing healing capabilities, while the second (and the one I’m playing with) prioritizes attack buffing while maintaining an average level of healing.
- Rejuvenating Glow should have Bell-Borne Geochelone or Fallacy of No Return as top echoes
- Windward Pilgrimage must definitely use Fleurdelys
- Best Weapons: The signature weapon Bloodpact’s Pledge is the best choice and can be obtained for free after your fight against Fleurdelys.
- Ideal Team: Can serve as a healer in an Aero-centric team with Jiyan and Mortefi, or act as a support for Aalto. As a personal recommendation, I’ve found that a party build comprised of Aero Rover, Jiyan (also Aero) and either Aalto (Aero), Cartethya (Aero with a heavy emphasis on attacking) or Calcharo (Electro, but tough to master as all of his combos require high precision timing and a single miss can leave you wide open) also work.
Outro-what? Resonance liberation? What’s all that?
For players who are diving into Wuthering Waves for the very first time, creating a proper Rover build is just one part of the overall work. Before that, you should master the game’s core combat mechanics — Intro skills, Outro skills, staggering and Resonance Liberation.
For an easy-to-read explanation, here are the main details: in combat, characters in Wuthering Waves land hits and accumulate what’s called “Concerto Energy”. When you have enough of that, the icons pertaining to your party members will all glow.
As soon as you see it, hit the button corresponding to either of the other, non-fighting characters to switch and let them take over the fight. This will, in turn, automatically execute both Intro and Outro Skills, which are…
- Intro skills: an initial, unavoidable and unblockable move made by the character that enters the fray.
- Outro skills: a final, unavoidable and unblockable move made by the character who’s being switched out of the fight.
Now, both of these are really important, since they speed up the staggering process of an enemy, which, as the name implies, is when an enemy takes some much damage it becomes temporarily stunned, with lessened defenses and open to major damage. This is symbolized in-game by a white line below the health bar. Intros and Outros wear that line down really quickly and, if done when an enemy is already stunned, then the major damage will count for its health bar instead.
Also, veteran players like to use Intros as a way to cut major distances that basic attacks would certainly miss.
But what about Resonance Liberation? Well, basic attacks, heavy attacks, Echo skills (which are basically your main Echo doing one move and leaving, so no further explanation necessary here) all give you Resonance energy. When that is full, you can spring one, flashy, ultimate-type of move pertained only to that character. When executed, it brings an exclusive animation, a flashy mini cutscene and some heavy-handed damage as well as tons of debuffs.
There are not one-shotting enemies, mind you, but will put them in a state where dispatching them is an easier proposition than depending solely on regular attacks.
